Has anyone gotten these two to play nice? The watch is supposed to alert if email/phone/reminder/appt but I've yet to get anything when the two are paired.

Firmware for Proximity Watch of ios7
You will need to update the firmware on the watch for ios7.
I believe there is a update now to fix the issue with a big update in march 2014 to add the ability to add firmware updates through the app and new alerts like Facebook and SMS.

received my updated Citizen Proximity Watch
I have received my Citizen Proximity Watch back from Citizen Australia.
Where the internal mech was replaced with one updated for iOS7 under warranty.
It now works fine with my iPhone 4S with iOS7 and I believe the new mech can now update itself for new functions through the bluetooth link to the app when the need arises.
