iOS 7 Dictionary Download Stuck?

The Apple Dictionary on my iOS 7 iPad is forever stuck on download. I can't make it restart, and I can't figure out how to delete it to force a new download. I've searched the net but can't find an answer. There seems to be precious little info on anything other than adding dictionaries. Things I've tried:

1. Checked usage under Settings>General but dictionaries don't appear there.
2. Rebooted the iPad

No other ideas come to mind. Help please.
