iOS 7 does not recognize Passbook files (*.pkpass)

Pissed off, working on this for two hours.
I had to update one of my passbook entries from a website.
I downloaded the file pkpass on my Mac and it uploaded to iCloud.
Passbook did not load the file from iCloud.
Turned off iCloud for Passbook, rebooted, Turned it back on. Nothing.
Emailed files, iMessaged the files.
Mail on iPhone does not recognize the file format (null); on the iPad it recognizes the file as a Pass prior to download.
iMessage states in Preview, 1 Pass, but can not display anything.

How are we to add passbook items if the OS doesn't recognize them?

iPad 2, iPhone 4S, Mac Mini Late 2009 10.8.5
 
Are you sure the pkpass file is valid? I have found that invalid passes are often displayed as null when they are attached to an email.

The Mac and iPhone seem to have different rules for validating the passes, so just because it opens on a Mac doesn't mean it will open on the iPhone.

Thank you for the help.
Today it works. I did nothing different.
Passed from Mac to iPhone via iCloud.
Safari also read the file and was able to open it.
Grrrrrrrr.
