iPad iOS 7 questions re Bluetooth keyboards

In iOS 7, on a Bluetooth iPad keyboard that has these special keys, what happens when you:

a) Press the "globe"/language key when the onscreen keyboard is NOT showing. (I know it's for cycling Emoji and other keyboards--but what happens when you press it while the onscreen keyboard is hidden? Does it make the onscreen keyboard appear?)

b) Press the Lock key vs. pressing the Power key. (Seems like Lock and Power would be the same thing on iOS? Most keyboards don't have an actual Power key but my Verbatim does and I'm not sure why!)
