iOS 7 shared purchase history

In iOS 7, purchase history across devices using the same AppleID no longer shares a common purchase history.

If I buy a Universal app on say my iPhone, when I'm in the App Store of my iPad - there's no registering or record that I've bought it before.

Any work-arounds?
