I have a iPhone 5. I am trying to set up my wallpaper to a picture I took with the camera, but it is always too zoomed in. I can't get it to become smaller so that the whole picture if in the wallpaper. Am I missing something here?

Works fine for me.

Go to Settings > General > Accessibility > Reduce Motion ON.
 
For the parallax effect to work it has to scale up the photo to a minimum. Reduce motion will turn off the effect and allow your wallpapers to work like normal.
 
Thanks for the information, but still not working. When I look at the picture in my photo album, it is reduced to fit the whole screen, but when I choose the photo to be my wallpaper, it zooms it in and I can zoom in further, but I can't zoom out far enough to get the whole picture on the screen. I did turn on Reduce motion but it didn't seem to help.

So is maybe the photo is too small and it is trying to enlarge it or what?
