So for all those people telling me that my hardware is too old, go into an Apple Store and try a few demo iPhone 6's. I personally witnessed the very same scrolling lags in Safari as I'm seeing on my 4 "old" devices.
The problems with iOS 8.0.2 are not imagined and not hardware related. For anybody taking the advice to reset their devices and to setup as new, don't waste your time. The fix will be coming from Apple in a future iOS update. Hopefully in a few days with iOS 8.1.
