I noticed that with iOS 8.1.3 either the touch responsiveness or the general scrolling speed has been reduced. Scrolling is smooth (i.e. not stuttery) but slow and there seems to be a slight lag between touching the screen and the reaction which was not there before. I have noticed this in all apps but esp. safari scrolling feels slow and unresponsive now.

Has anyone noticed this as well?

I am using a 5s 64 GB. Same problem on iPad Air running 8.1.3
 
My 4th gen iPad is running fine. I dare say it's slightly faster than on 8.1.2, but it might just be my imagination. My 5S is still on 8.1.2, so I can't tell you how it runs.
