I have restored as new iPhone and installed Skype. Seems that with iOS 8.1 Skype can reach iPhone contacts without asking a permission. Furthermore, at privacy>contacts no Skype application asking for a permission.
 
Check the privacy settings.iOS keep some app settings so when you delete an app and reinstall it has same privacy setting.

In your case if set as new, may be bug when it's restore and still keep the old setting

Yes, i know that it is keeping after restore, however there isn't Skype at privacy>contacts at all. o_O

Same here. My iPad running 7.1.2 works correctly, but not on my iPhone 6.
 
What you are seeing is the new version of the "People Picker" that was introduced in iOS 8. Basically, it allows the user to browse the contacts under iOS control, but only the selected contact (if any) will be returned to Skype. Skype cannot directly access the contacts on its own without your permission. See here for technical details:
