I am a developer but they're both available... Does 8.3 beta cover what is in 8.2 beta 5?

If you're a developer with an app, I guess you would want to see if 8.2 makes any changes to APIs you're using and if you need to do any work to prepare an 8.2 compatible release of your app. Once the work for that is done, then do the same for 8.3, which will come out after 8.2...???

There are apple developer forums where you can ask these questions, we're mostly just lay people here...

Ask on the appleseed forums and see which one needs to be tested in terms of your app then.

From what I understand, it should (fellow developer)

But the problem is it has extra changes to 8.2.

If 8.2 introduces a breaking bug to your app and you have only prepared fixes/changes for 8.3 which can't be released on 8.2 because it uses things specific to 8.3, that's a problem isn't it?

Probably not that likely in reality though.

8.3 introduces changes in graphical draw, in iPhone plus the animations its more soft than 8.1 and more soft than 8.2
In some applications view errors on draw screens. (8.3)

Isn't it quite obvious the OP wants to know which one is faster and more bug free to install on their daily device. Since their post was so brief...
8.3 is better OP.

This could be true.
