iOS 8.4 beta 4: Can't download from iTunes Music Library

I've been trying to download around 1500 songs from iTunes Music Library and most have been stuck in the "Downloading" queue. None of the circles are moving. It appears to work a little more reliably if I try to download 3-5 songs at a time (instead of an entire playlist). Anyone else experiencing this issue? It worked relatively well on iOS 8.3.
