iOS 8 beta 2 Siri deactivating

After phone soft reset, Siri is turned off despite being turned on in Settings

Steps to Reproduce:
1. Make sure Siri turned on in Settings.
2. Soft reset iPhone using home and power buttons.
3. Activate Siri by holding home button.
4. Notice Siri does not launch, instead Voice Control launches.
5. Issue can be temporarily fixed by turning Siri off then back on in Settings.

Expected Results:
Siri should launch if turned on in Settings.

Actual Results:
Siri reverts to Voice Control after a soft reset.

iOS 8 beta 2

iPhone 5 16gb AT&T
