I think is a bug in beta 5 of iOS 8 ( sorry for my english)
Every 5 days I have to reset all settings
Because sometimes I try to access my phone book and it doesn't appear in the Phone application and all my contacts disappear and shows a Message that I have to turn on the Phone app in the privacy settings
And she I go to privacy settings > contacts I don't seem to find the phone app

So I have to reset all settings again
 
That is why it is called Beta! If you don't want to fight the bugs, you shouldn't have installed it.

Why do you have to reset all settings? When you reset all settings, it likely wipes all your contacts too.

Also, do stock Apple apps really need permission to use your contacts for the phone app, since it has contacts within it? Just a thought.

Resetting settings only does just that, resets settings. Erasing all content and settings now that erases content as well in addition to resetting settings. So it's rather odd that it would delete contacts as well somehow, but it's odd that there's a whole weird issue there to begin with that even needs regular reset of settings.
