I would consider paying the $100 to register as an Apple developer in order to try the iOS 8 beta on my iPad 3. First I'd like to know if the performance is on par with iOS 7.1 2.

This brings up an even longer term question as to whether the iPad 3 can handle iOS 8, or if it is upgrade time to a newer iPad. One thing I'm looking forward to is alternate keyboards. That is the one gripe that's kept me from being comfy with iOS overall. Nor I don't expect the iPad 3 to fully support all the new features.

I don't think I'd try beta 3, but perhaps a later beta version or the GM. I seeing to many complaints to try beta 3 right now.
 
iPad 3 runs iOS 8 beta just fine. But it's a bit buggy of course, ui glitches, problems with 3rd party apps etc.
But it hasn't crashed or rebooted in the few days I've been using it. Check out the list of known bugs.
Only you can know if it's really worth $100 to you just to get some buggy software a few weeks early.
