I have an iPad mini and iPhone 5s both with the iOS 8 GM. My Photos > Collections is not fully syncing between devices. Say I took 10 photos with the iPhone. The iPhone Photos > Collections shows all 10 photos. On my iPad, only 3 of 10 photos is visible there. Rebooting, wifi on/off does nothing. Anyone else seeing this?
 
Umm go in settings >> photos >> summrise photos tab, if it's on turn it off... Your photos do sync.. They won't show in collections.. The reason, if there are way tooo many pics it's better to show less in collection.. But when u go into individual pics, you will find them.. Once you turn it off, everything will be proper

Nope, the photos are still not there. The summarize is only what is displayed from the "Photos" tab. Individually some photos are missing.

I turned photo stream off and back on from the ipad, which was missing photos. After downloading the stream again the photos are there.
