iOS 8 keeps asking me to set up a data account.

I'm surprised I haven't found this issue in threads from the last few pages. My data cellular switch is off, but I keep getting prompted. This never happened in iOS 7. I'm in on iPad air, btw.

Anyone know what's causing this and how to stop the prompts?
