First: when you scroll the page fast, the iPad mini will have hard time to keep up. I gets part of the page blank until a second later.

Second: the page loads considerably slower.

Third: page reloading is even more aggressive. Nornally on iPad mini with iOS 7 I can get few tabs without loading, but now three pages seems maximum.

The first generation iPad mini is struggling a bit. Being up multitasking card view is noticablely slower than iOS 7. The devices need few seconds to think, then the slow animation make it seems smooth.at this peace, I think A5 is in its last leg on iOS update. There is no way for A5 devices gets iOS 9. In all due respect, iOS 9 probably will so advance than A5 chip can handle
