Here is the iPhone User Guide for iOS 8. I found it doing a Google Search. It doesn't appear to be available yet on Apple's site.

No it's not. It says for iOS 8 Software right on the front page. It even has the iPhone 6 and 6 Plus.

In any case, Apple now has all the iOS 8 manuals here...

The update is good, but your first link is definitely for 7.1. Might just be a cdn issue.
