iOS 9.0.1: Updating Playlists on iPhone

So I was doing some digging, but upon upgrading to iOS 9.0, and subsequently 9.0.1, I found that I cannot add playlists to my phone anymore. It used to be that you could either click on the music icon in the left bar and select "Sync All Playlists." Now that option is gone with iOS 9.0, iTunes 12.3, and OS X 10.11. I thought of going the second route by dragging and dropping the playlists, but that doesn't work either. I think this is a flaw? or I'm just having a user error. Thoughts?
