iOS 9.02 upgrade reset all app permissions??

i just had my first chance to update to iOS 9.03 this morning and after the update all my apps "forgot" their permissions and asking again. I've never had this happen before when updating iOS? Again it's all apps that forgot and not just a select few. Anybody else have this happen?
