Ios 9.2 notification problem

I have an iPhone 6. After upgrading to iOS 9.2, notifications for a lot of applications are not working. Only ones that are still working are messages, google voice and text me. Whatsapp, we chat, outlook, Facebook and others are not working properly. For whatsapp, I only receive notification when I am inside the app

or it is the last app that is opened. I tried resetting notification, reboot the phone but nothing seem to help.

I have called Apple care and they said they'll be looking into it.

Please help. Thanks
