iPhone iOS 9.3 and 9.3.1 Notes app broken

Since the release of 9.3 I haven't been able to attach safari links/pages to the notes app. After updating to 9.3.1 same thing. No joy! It was working fine for me in all prior beta builds before the general release.

Has anyone else seen issues with their notes app?
