iOS 9 max screen brightness less than iOS 8

I just updated from 8.4.1 to 9.0.2 and right away noticed how much dimmer the max brightness is on iOS 9 (Auto Brightness is definitely turned off). It's probably about the same as iOS 7. I recall when updating to 8 how much brighter the screen was compared to 7, blindingly bright inside but outside in the sun it was a huge improvement in visibility. With iOS 9 the screen often isn't bright enough outside on a sunny day. I was wondering if there was a way to max it out without jailbreaking.
