This has been happening ever since I beta tested Ios9 on my iPhone 6 and has carried over to my 6s, I have discovered that if I enable reduce transparency in the increase contrast setting it doesn't happen but I shouldn't have to enable it, could someone shed some light?thanks.

So what exactly is happening (and what is expected)?

Yeah, happens here.

Reduce Transparency can cause little glitches like that because it dramatically changes the UI.

Not a high priority bug fix but yeah I've encountered issues when I've used it.

ya I know it's not a big deal but it's annoying and it seems to be to do with the beta software I tested and my apple Id, can't seem to get rid of it, tried restoring and resetting and clearing website data but still there, any advice?

A black bar appears to the right of the drop down but if I reduce transparency in the increase contrast setting it doesn't happen, but I shouldn't have to enable that setting.

You probably can't prevent it. You could try resetting all settings, if it really really annoys you.
