Someone has already created a youtube video testing iOS 9 final release on all the compatible iPhones,
 
Its slower i could tell as soon as i downloaded it apps open slightly slower just after i got used to amazing speed of Final iso 8....

iOS 8.4.1 wins!
Plug the phones in, wait a day and retest.
 
Hmmm to me it feels worse then shown on my Air 2. Surprising how easy it is for me to notice such a slight difference.
