iOS 9 - Spotlight search

So, I just realized that the new iOS 9 spotlight only search for stuff within apps if I previously had opened that stuff. I'm wondering if this is a bug, or it is just like how it works..
Because if that's normal isn't it a little bit pretty much useless?
