I highlighted some text after upgrading to iOS 9 and found it spoke at the maximum speed. So I went to the settings and set the speed rate to the slowest which works in the setting. But going back to a text document and highlighting it, it spoke at the maximum speed still. I have a 2-3 yr old iPad and in iOS 8 text to speech worked well.

  • I got the text to speech working again but it does have a glitch with Google text.Safari works fine,but with Google text ,it's speed for the same setting in Safari is just barely understandable.So by moving the speed slider to about 20%,the speech is normal.So with Apple Apps,speed is normal like in Pages.Also,The iPad user guide text speech in my iBooks works fine.
