iOS adding Chinese characters to PDFs

iOS seems to be appending Chinese looking characters (文档) to PDFs. My language is, and always has been, set to English.

If I look in Files I can see Chinese characters next to the PDF name (PDF文档). Been happening since iOS 13.

Anybody else having this issue?
