iOS alarm app through headphones

I know this isn't a new problem, but it still seems to be pervasive.
Recent iOS updates have seemingly disabled the ability to play the Alarm through headphones.
After upgrading to an iPhone 7S, I had to go back to using an older iPhone to be able to play the alarms through the headphones exclusively.
Now with iOS 10.2.1, it seems to have broken than functionality on the older iPhone too.
At least I can't get it to work.
Any suggestions?

Joining public beta for 10.3 and filing a bug/feature request might work.
