okay so for full transparency, I was an android user until I got my iPhone 8+ so I do not know if this has always been an issue with iOS BUT:

When I’m trying to swipe, for example opening up my app switcher and swipe left to view them, a LOT of the times my phone thinks I’m swiping down when my finger is clearly going left to right. Or I’ll be on Facebook and scrolling and suddenly my phone thinks I’m swiping left or right when my finger is very clearly going from bottom to top.

Is there a setting for this or is it ios11 or just an iOS thing in general???

No setting or anything like that. It’s likely you just need some time getting used to iOS and the sensitivity with gestures. Hang in there.
 
Settings > General > Accessibility > Reduce Motion on? The App Switcher gets slowed down with that turned on, and I believe other swipes/motions. I too will occasionally get ahead of myself on swiping and will get an unexpected result. For example, when in lock screen/notifications screen, when swiping away notifications, will overdo it and get onto the camera.

ADD: playing around with swipes, noticed that when you get to about 45 degrees on your left/right swipes, iOS will read that as an up.
 
Yes this is normal, sadly.

iOS basically tracks based on the first few pixels of motion. If your finger happens to go just a little too much to the sides before going up/down, it will track the horizontal axis.

The annoyance is compounded because it also will not change scroll axis until the animation ("inertia scroll") is done... you have to let it settle.

What I mean is if you scrolled down and want to scroll to the side, if you try to scroll to the side before it's completely stopped, it will only measure your input as vertical scroll.

iOS likes to register the swipe based on the direction your finger was heading from the instant it touches the screen - meaning if you place your finger down for an instant before moving in certain direction, or use more of a full fingerprint placement rather than fingertip method, you may run into more of an issue. One thing I liked about Android before switching to iOS was that while maybe not being as smooth, I believe their swiping method is moreso based on where the most movement has occurred rather than initial (which could be mistaken during placement of finger) movement, if that makes sense.

In short, just try swiping more with your fingertip, less of a deliberate swipe, and it should mistake it less often. It's not ideal though.
