I think Apple announced this capability back in iOS10 or even before, but on mine, the default keyboard never show the capability of recognizing other language than what the keyboard is set on. Is there a setting I need to tweak to allow this?

I was having the same issue on the Spanish-English language when I upgraded to ios11, after a couple of restarts, deleting and re-installing the multi-language ir began to work. At first it was like stuck either in English or in Spanish and at time it wouldn’t recognize either or, specially when...
For example “mañana” for morning for the letter “ñ” eñe these words would give me errors. I was so frustrated I even went back temporarily to swift keyboard, but it began to work.

Until this day I wouldn’t know what setting caused it to stop working or what setting caused it to begin working again.
