All Devices iOS Photos upload is driving me crazy! Please help!

For years now, I always thought Photos app is supposed to sync my photos automatically. But it doesn't

Everytime I take a photo, the upload is paused to saving battery power. This is even when 100% battery and when on WIFI

So HOW DO I SYNC AUTOMATICALLY? This is nuts! It used to work even back then when we had photo stream!
