Ios update 9.0.1 cant update or restart or stop it

Can anybody help im quite new to apple so its 1st iphone im using 4s its add the 9.0.1 update on for a while but it wont update iv tryed resetting network as its worked in the past ,i deleted nearly all apps but still nowt Were it says Press To Install its a grayish not black lettering i mean but aint moved i cant restart or stop it am unsure if i remove my sim if that helps il try that tho But as its bin a pain id rather update 9.0.2 Will it tell me if im able update the latest or will as it seems stuck stop any other update ?? Or is there a way i can update it ,my wifis not great so id b doing it using data i looked at itunes but i dont av a pc ,Iv already done an update from 7 to 8.4 wen it 1st cum on my mobi I just can not remember aving any problams it woz faster then i thought i used my data then aswell ,Soz its bit long i wanted try post were it woz readable lol thanks in advance anybody

Hi yes iv got it plugged in most of the time so norm always over 50% but i will make sure i do check it , im getting move so dont have wifi myself theres a tescos not that me thats ment have free wifi but id say its not something iv seem get on my fone ,im not 100% how the hotspot thing works (i did get told mayb a app like bitterme its ment help but im unsure lol) its bin like it for so long it did reset but cant get it to stop its not downloading its just bloody buggging me ,how much MB in memory is 802GBs if can ask coz i deleted nrly all apps
