If my iPhone has iOS 8.0, can I update to iOS 8.1.2, even though the latest is 8.1.3?

As of this posting, Apple is still signing 8.1.2 for all devices - than can change any second https://ipsw.me/all

Download the 8.1.2 IPSW, then restore using option key plus restore (for Mac) or shift key plus restore (for PC) to navigate to the IPSW on your desktop.

Yes, when Apple stops signing 8.1.2 this method will no longer work. Your only choice will be to update to 8.1.3.
