Apple signs the ios version

As we know, if you are on say ios 6.1.2 and 6.1.3, 6.1.2 is no longer signed and able to be restored


My question is if you have an older device that is only good to a certain ios level, will apple forever sign that ios version, even if newer devices support a later version
 
Look at the iPod Touch 3G and the iPad 1. Apple is still signing iOS 5.1.1 for that and likely will sign it for many years. At which point, Apple may release a master key of sorts to sign iOS for them.

I think Apple will forever sign the latest firmware version for each device. Makes no sense not doing so...
