IOS updating automatically? Why???

4s and 5s iphones and two first gen iPad minis.

They seem to be updating the iOS without me asking them to. How do I turn this off? I already have the background refresh button to "off". I have no idea how they are doing this.

Are my devices possessed? It's really starting to tick me off. I have satellite internet which puts limitations on my bandwidth. One iOS update and I'm shot.

Any help is appreciated.
