iOS10 and Watch OS3

Am a little confused. Just read on Apple website that the Series II watch, need iOS 10.
Does that mean iOS 10 is being released on Friday, 16th September?

And, if that OS isn't being released, does that also mean my new watch wouldn't work with an iPhone running iOS9.*?

No, iOS 10 and wOS 3 are tomorrow the 13th.

EDIT: Just to add wOS is a part of iOS and wOS 3 is a part of iOS 10. So you must have iOS 10 to use wOS 3 and the new Watches can ONLY run wOS 3 (or higher).
