Ios12 pdf markup

anyone else having problems accessing the markup menu from pdf files? I use this all the time. Hopefully, I’m missing something.

It turns out that the bug appears to be localized to google drive files. Dropbox and One Drive appear to be immune. Can anyone else replicate?

Just so you can see the difference - the top one is hosted in one drive - bottom is google drive. Both simple pdf’s.
