Do 4.2 still try to scale down and up iPhone apps that support retina display? I hope apple to fix this problem.

It's not really a problem for Apple to fix. It is up to the app developers to ensure that their apps are fit for any format that the hardware manufacturer defines (within reason).

Even those didn't bother to make universal apps, there is no reason to scale down and back up other than lazy programming. I'd rather enjoy the original resolution intended.
