iOS4 downgrade

Hi, newbie on this forum.Problems with iOS4 so want to downgrade to 3.1.3. Get error 3194. Have seen elsewhere on the web that Apple servers may be preventing this downgrad? Any thoughts?
Cannot live with iOS4 as several apps don't work, WiFi is intermittent and sometimes screws my wireless router
