IOS4 MMS no pics coming through

I am having issues with a non iphone user sending pics through text messaging. On my old 3gs I was able to receive them fine (with 3.1.3) now my iPhone 4 on IOS4 I can send and receive pics to iPhone users but when someone tries to send a pic on another network (droid on verizon) nothing comes through?

Anyone else experiencing this?
