I see that delivery reports are available in iMessage. Is it available even in the normal carrier SMS?

No, because the carriers have control over any of the texting features.
But why other Mobile Device have this featured?? That I mean carries have control it... but the Mobile Device have this featured on it. So on other carriers that support this featured will be enjoy it very much.
Apple doesn't offer the option to enable it.
Some carriers may allow you to put a prefix at the start of a message to request a delivery report.
