Are all the camera features in the keynote avail on the 4S? most curious about

- panorama
- taking pictures while recording.

The 4S will get the panorama mode. But it likely will not get the picture while video recording.

That is all.

So 4 to 4S was Siri exclusion and 4S to 5 is taking pictures during video recording? weird. i know 5 is a new design, LTE, taller etc, etc, but in terms of functionality and marketing this was a weird one to keep to the 5.

Its clearly a hardware limitation of the 4S.
The 5 has the benefit of a faster processor and more ram.

I wouldn't be too sure of that. There are Android phones with the specs of the iPhone 4 that have that ability. It's likely just a switch that needs to be flipped or an addition to the AVcapture.plist.
 
Every feature available on the iPhone 5 except picture taking while recording video and improved video stabilization is available on the 4s. I think if Apple would intentionally leave out something it would not be that, it is probably a hardware issue or Apple felt that it did not work well enough on the 4s. The main selling point of the iPhone 5 is the bigger screen and a large hardware leap over the iPhone 4 and 3gs.
