Ios7 OTA upgrade from afghanistan

The slow internet not withstanding is there any reason to believe that i cant see the new update simply because im in Afghanistan? I have an iphone 4s and ipad retina both
running 6.1.3 and dont see the update yet...

Update: the download started. 16 hours til complete...
