Why does AirPort Utility see some devices as their IP address and not their client ID? Is there a setting to change so it will show client ID's?

You need to wait until the MAC number changes into a name or IP address. If you give your devices names, then eventually you will see their names shown.

I guess it has to do with how recently the devices have been linked to the specific AE.
 
That's just it, our iPads and iPhones have had ID Client names since day 1. Some show up, some don't and others are hit and miss.

Could be related to how device names are shown in local network protocols (in Win speak it used to be in Netbui). No matter what I do, my Epson Printer still shows up as EPSON3709F but my HP8100 is correctly displayed as Twig. Do your OSX devices show up properly ?
 
The only OSX system on my network is connected via Ethernet to a last Gen AirPort Express
 
What devices aren't working for you? On my network, Tivos have never reported their client ids, not do my Samsung Smart TVs or my Slingbox.
