I have been searching on google for a program that can hide IP I know people want to for what, but it's just for downloading things.

Just Google for proxy… Or just steal your neighbor's WiFi.

You could use Tor. It is a very well known anonymisation proxy:

I use ipredator, it costs, but not alot and works very well.

Tor is the best as it gives you multiple levels of anonymity but keep in mind that any proxy is going to slow down downloads to a crawl unless it is a paid service who offers fast speeds.
