Ipad 1 3g question

i found a good deal on an ipad 3g+wifi at the same price as the wi fi model, so does the 3g require 3g to work or can i use it like a go phone, and pay per month?

On AT&T, the iPad does not have a contract and can be used on a monthly basis.
