Just bought a 16 gb iPad with retina display and currently only wifi. If at some point I wanted to ad cellular data and be able to run it through my carrier is that possible or would I need to purchase a whole new iPad?
 
Correct but I'm curious to if it is simply something they can "turn on" as an example almost all cell phones used to be GPS enabled but the GPS feature was inactive unless you paid for it.

No, there isn't, unfortunately. You are stuck with wifi-only. You can purchase a wifi hotspot device to connect to your iPad, or if you are jailbroken on your iPhone or rooted on your Android device, you can tether, but those are your only options.

Buying the iPad/tablet from a carrier was saving $100 off at one point with plans starting at $19.99 a month. If you think you want cellular, probably best to check into it so you are at least covered in the future without a higher cost.
 
Using primarily for work, so cellular is not a necessity but thought down the road it would be nice, worst case scenario they are only a few hundred bucks.
