iPad 1st time set-up using iCloud

If I carry out the 1st time set up using my iCloud credentials, will the iPad download apps and settings that on my iPhone 4? Or would it be treated as a separate device?

Unless you restore it from another ipad then NO. You can turn on sync apps, music and so on and going forward it will do that but not for previous stuff.

Doesn't have to be an iPad backup, you can restore from an iPhone backup, though that would put any non-universal apps present on the iPhone on the iPad as well and some people dislike that.
