iPad 2 3G personal hotspot

Did a bit of digging around and have come out confused. Can I share my iPad's 3G connection to the Internet without jail breaking or not. Also is the answer to this question carrier dependent? I'm currently with Bell Canada but can easily switch to Rogers if needs be.
